【汉解】兵中主帅一定要常设不缺，作战计划必须事前定好。要征集天下的精良器材，评审各种工匠的精锐武器；武器制成后要比试优劣。要招收天下的豪杰，拥有天下的能手。行军应该像风雨一般地迅速，发兵应该像雷电一般地猛烈。

When the weapons have been completed, distinguish the bad from the good through competitive trials. Collect the martial heroes of the world. Gain possession of the recognized talent in the world. Move like the wind and rain. Deploy your forces like thunder and lightning.
